Multi-Problem Households

The Problem

The Ministry of Justice and Security (J&V) needed a new way to approach policy-making for multi-problem households (MPH), as traditional methods weren’t capturing the complexity of their issues. The goal was to create a more integrated qualitative model to better understand and address MPH challenges.

The Challenge

Using the MARVEL method, J&V aimed to map the complex interactions affecting multi-problem households. A series of meetings with TNO experts led to the development of both qualitative and quantitative models based on systematic studies and microdata analysis1.

The Approach

The MARVEL method allowed for the mapping of key factors and their relationships. This provided a clearer view of the challenges these households face.

Results

The integrated model provided a clearer understanding of MPH in the Netherlands. It helped J&V to better shape policies aimed at addressing these issues.
